China’s new Value-Added Tax (VAT) Law came into effect on 1st January 2026, replacing provisional regulations that had been in place for over three decades, marking a significant milestone in China’s indirect tax framework.

Key changes include clearer rules on the determination of the place of supply for cross-border services, expanded circumstances under which transactions may be treated as VAT-able (including “deemed sales”), refined definitions and treatment of mixed sales, enhanced taxpayer rights in relation to unutilised input VAT, and further advancement of electronic VAT invoicing.

This seminar will provide an overview of the key changes introduced by the new VAT Law and examine how these changes may impact businesses, with particular relevance for manufacturing companies and groups with complex supply chains, cross-border transactions, or multiple legal entities in China. The session will address both regulatory expectations and practical implications, including areas of heightened risk and enforcement.
