 Overview of Jiaozhou 

Jiaozhou is located on the coast of the Yellow Sea and Jiaozhou Bay, with a land area of 1,324 square kilometers and a coastline of 25 kilometers. There are 8 sub-districts and 4 towns, with a permanent population of 1.02 million. It is the core area of China-Shanghai Cooperation Organization Local Economic and Trade Cooperation Demonstration Area (SCODA) and the location of the 4F-level Qingdao Jiaodong International Airport. Jiaozhou is located in the north temperate monsoon area, with a warm temperate oceanic climate. The climate is pleasant, with warm winters and cool summers, and an annual average temperature of 11°-14°C, making it suitable for living and retirement.It has been awarded titles such as the National Advanced City for the Establishment of the Rule of Law, the National Civilized City and the first national small and micro enterprise credit system construction pilot area. Jiaozhou is ranked 1st in Qingdao and 3rd in Shandong province in the evaluation of people's sense of security and satisfaction, ranked 1st in Qingdao's telephone public opinion poll on scientific development for 3 consecutive years, and ranked 1st among the ten districts and cities in Qingdao in the evaluation of people's satisfaction with civil servants' work style for 3 consecutive years. In 2023, the regional GDP exceeded 160 billion yuan, with an increase of 6.8%, and the general public budget revenue increased 3%, ranking 1st among cities at the same level in Shandong. It has won 20 honors at or above the provincial level, such as the advanced county for high-quality development and the strong industrial county.

China-SCO Local Economic and Trade Cooperation Demonstration Area

On June 10, 2018, President Xi Jinping announced at the 18th meeting of the Council of Heads of State of the Shanghai Cooperation Organization that “the Chinese government supports the construction of China-SCO Local Economic and Trade Cooperation Demonstration Area (SCODA)in Qingdao.”

On July 24, 2019, General Secretary Xi Jinping presided over the 9th meeting of the Central Comprehensive Deepening Reform Committee, which reviewed and approved The Overall Plan for the Construction of China-Shanghai Cooperation Organization Local Economic and Trade Cooperation Demonstration Area. General Secretary Xi Jinping pointed out that the construction of SCODA in Qingdao aims to create a new platform for international cooperation under the “B&R” initiative, expand cooperation in areas such as international logistics, modern trade, two-way investment cooperation, business, tourism and cultural exchanges, and better leverage Qingdao’s role in the construction of the economic corridor and maritime cooperation along New Eurasian Continental Bridge under the “B&R” initiative. It will strengthen China’s connectivity with SCO countries, and strive to promote an open pattern of land-sea interaction and east-west support.

China-SCO Local Economic and Trade Cooperation Demonstration Area

SCODA is located on the north shore of Jiaozhou Bay, within the 15-minute economic circle of Qingdao's "sea, land, air and rail" transportation hub. It has the location advantage of being the center of a comprehensive sea, land, air and rail transportation network, and can better leverage Qingdao's role in the construction of the economic corridor and maritime cooperation along New Eurasian Continental Bridge under the “B&R” initiative. It is 15 kilometers away from the airport - Qingdao Jiaodong International Airport, 15 kilometers away from the seaport - Qingdao Qianwan Port, and 15 kilometers away from the railway port - SCO Multi-modal Transportation Center. It only takes half an hour to drive to the main city of Qingdao, thus the multi-modal transportation of sea, land, air and rail is efficient.

The short-term goal of SCODA is based on the exchanges and cooperation between relevant cities in SCO countries by building "4 centers" (international logistics center, modern trade center, two-way investment cooperation center, and  center for business, tourism and cultural exchanges)and SCO Institute of Economy and Trade. We aim to forge a "port to the sea" facing the Asia-Pacific market and form a demonstration area for exchanges and cooperation with relevant cities in the SCO countries. The mid- to long-term goal is to strive to build SCODA into a pilot zone for mechanism innovation of two-way investment and trade systems with relevant regions in SCO countries, a gathering area for business entrepreneurship and development, and a pioneer zone for local economic and trade cooperation under the “B&R” Initiative to create a new hub for open-up in the new era.

During the construction of SCODA, we has thoroughly studied and implemented the important instructions of General Secretary Xi Jinping, focused on serving the overall situation of China’s external work, highlighted the attributes of international public goods. We relied on Qingdao to link important domestic port cities and opening-up node cities, and strived to solve the problems of SCO countries and countries along “B&R”. Pains and blocks of industrial chain and supply chain such as the low transportation efficiency of logistics production factors, the insufficiency of supply and demand matching between domestic and foreign markets, and the unsmooth connection between economic and trade cooperation systems and rules.

We innovate to provide systematic solutions to promote efficient matching of people, logistics, information, capital etc., and promote the complementation of the resource endowment advantages of SCO countries and countries along “B&R” with China’s market, technology, equipment, and capital advantages. We help improve the resilience and security level of the industrial chain and supply chain, and gradually become a highly influential centralized display area for cultural elements, an intersection area for economic and trade resource elements, and an important event hosting area among SCO countries.

SCODA is of important political significance in serving the overall situation of China’s external work and strengthening local missions.

1.Significant Location Advantage 

Jiaozhou is located at 36.17°north latitude and 120°east longitude, in the southeast of Shandong Peninsula and on the north shore of Jiaozhou Bay. It is an important transportation throat for Shandong Peninsula connecting home and abroad. At present, Jiaozhou has the rare advantages in the country of the intersection of rivers, seas and lakes and the multi-modal transportation of land, air and railway. Relying on the high-level open cooperation platform of the "Sea, Land, Air, and Rail" of SCO International Hub Port and the support of the dual-hub policy of a business and trade service-oriented national logistics hub and an airport-type national logistics hub, Jiaozhou has become an "outlet" and "bridgehead" for international and domestic resources.

The Transportation Location Advantage of Jiaozhou 

The only 4F-level international airport, the only national airport economic demonstration zone and the only airport comprehensive bonded zone are all located in Shandong; the only railway container central station - China Railway Group Qingdao Central Station is in Jiaozhou, which has 31 regular domestic and international train lines, reaching 23 countries and 54 cities in the SCO and countries along“B&R”. We have the China Transfar (SCO) International Logistics Port, which gets through the international and domestic logistics supply chains and helps improve the cross-border logistics supply chain system of SCODA. We have a 25-kilometer golden coastline and are close to the 4th largest port in the world and the 2nd largest port in ChinaQingdao Port, an international hub seaport of a major foreign trade, will cooperate with Qianwan Port and the Cruise Home Port to create a new platform for international cooperation in Jiaozhou Bay.

Internationaler Flughafen Qingdao-Jiaodong

Relying on the fast rail transportation system, we have a convenient and accessible three-dimensional comprehensive transportation system of sea, land, air and rail. “Sea”Qingdao Port: Jiaozhou is 40-minute drive from Qingdao Port. “Land”highways, railways, and rail transportation: the east and west urban areas of Qingdao are connected through Jiaozhou Bay Cross-Sea Bridge. There are 6 expressways within Jiaozhou, forming a one-hour economic circle with surrounding cities; we have 7 railways such as Jiaoji Railway, the JiQing High-speed Railway, and the Qingyan Railway, which connect major domestic cities. “Rail”Railway Container Central Station:it is the only one in the province and has the only multi-modal transport customs supervision center in the coastal areas of the country. We operates 31 regular domestic and international trains, mainly to South Korea, Europe, Central Asia, Mongolia, ASEAN and other countries and regions, aiming to create a business service-oriented national logistics hub, an airport-type national logistics hub, and build a trade corridor facing Japan, South Korea, Northeast Asia for Central Asian countries, integrating freight, trade, finance and other functions.

2.Solid Industrial Foundation

Jiaozhou was founded and prospered of industry. There are 31 of the 41 national industry categories, more than 15,000 registered industrial enterprises and more than 232,000 market entities. There are 927 enterprises above designated scale, ranking 1st among cities of the same level in Shandong province, with a net increase of about 100 companies every year for 3 consecutive years. There are 26 national-level enterprises which have special and sophisticated technologies to produce novel and unique products, accounting for 17.6% of Qingdao; there are 64 provincial-level such enterprises, accounting for 20% of Qingdao; 59 first (sets) of major technical equipment have been recognized, accounting for 25.4% of Qingdao; there are 33 hidden champion companies, accounting for 19% of Qingdao. It is the largest marine boiler production base in Asia, a well-known steel structure production base at home and abroad, the largest and most advanced tire digital equipment base in China.

3.“Five New Blocks”

Jiaozhou is based on the development layout of "one core and three districts", the development layout of "1+2+3+N", and comprehensively constructs the development framework of “Five New Blocks”, paying more attention to platform traction, global linkage, and integrated advancement. The“Five New Blocks” start from  SCO New International Block. SCO New Banqiao Block, SCO New Pivotal Block, SCO New Airport Block are laid out along SCO Avenue to the north. SCO New COSMOPlat Block is laid out along Integration Avenue to the west. The total carrying space is approximately 175 square kilometers. The “Five New Blocks” take (SCODA) and even the whole area of Qingdao as scenarios, optimizing channels, jointly striving for policies, sharing data resources, and opening up scenarios in both directions. They jointly provide a full-process and full-cycle carrier for public product attributes such as platform construction, resource linking, and solution provision, to serve the national strategy collaboratively. There are 15 bases under the jurisdiction of the “Five New Blocks”. The new blocks and bases are organized into groups from the aspects of industry, scene, ecology, etc., to shape the personality and charm of the new blocks, to reflect the attributes of public products in subdivided areas, and drive the overall development of SCODA.

SCO New International Block has a planned area of about 37 square kilometers. Sourced by SCODA, the functions of the “4 centers ”are comprehensively enhanced. SCO New  International Block is focused on the development of 4 traditional advantageous industries which are modern logistics, modern commerce, Intelligent equipment manufacturing and smart home, making breakthrough in the development of 4 emerging industries which are new energy, digital economy, modern agriculture, cultural tourism and exhibition, exploring rules, regulations, management, standards in economic and trade cooperation towards SCO and countries along “B&R”.

The planned area of SCO New Airport Block is about 50 square kilometers, focusing on solving the interconnection issues between SCODA and SCO countries, and promoting the interaction of people, logistics, information, capital and technology.

The planned area of SCO New Pivotal Block is about 22.5 square kilometers. It cooperates with Xinjiang Urumqi, Kashgar, Ili and other westward hubs, coordinates with Heilongjiang, Jilin, and Liaoning, connects Beijing-Tianjin-Hebei, the Yangtze River Delta, and Guangdong, Hong Kong, and Macao, thus a new strategic development pattern which connects Japan, South Korea, Asia-Pacific in the east, Asia-Pacific in the west, ASEAN countries and South Asia to the south, and Mongolia and Russia to the north.

SCO New COSMOPlat Block 

The planned area of SCO New COSMOPlat Block is about 11.94 square kilometers, providing an overall solution for the integrated development of industry and city in the era of industrial Internet. Based on the COSMOPlat Industrial Internet Ecological Park with an investment of 13 billion yuan, it will better help SCO countries to embed themselves into global and regional industrial chains and supply chains, and meet the needs of international cooperation in digital infrastructure, digital technology, digital security for SCO countries.

4.One Town(sub-district)One Industry

We deeply implement the development philosophy of green, low-carbon and high-quality, implements the approach of "sourced by SCO, supported by the airport zone, backed by Jiaozhou, and integrated by the whole area", and systematically promote the rapid development of the main industries of the town (sub-district), boost the upgrade and misplace development, and launched the "one town (sub-district), one industry" work approach. Based on the economic foundation, resource endowmentinternal and external conditions of each town (sub-district), focused on the port, airport, modern home appliances and other industrial tracks, we determine the main industries for each town (sub-district) and help them become bigger and stronger, optimize the productivity layout in the subdivided industries, and spare no efforts in manufacturing and the service industry, provide support and soft power for the real economy, forming an industrial pattern with distinctive advantages and features, with 9 advanced manufacturing industries and 3 modern service industries as the main directions.

 Long History and Culture 

Jiaozhou has a history of more than 5,000 years and still retains the Sanlihe Cultural Site of the Neolithic Age, which combines Dawenkou Culture and Longshan Culture. Jiaozhou has a profound historical heritage and a number of cultural celebrities. Jiaozhou was once the fiefdom of Ju state and Jie state in the Spring and Autumn Period. Banqiao Town was established in the Tang Dynasty. During the Northern Song Dynasty, the port flourished and maritime trade continued to prosper, the Shibosi (customs office) and Jiaoxi Quechang (exchange market) were set up here. It was the only foreign trade port north of the Yangtze River, one of the 5 major commercial ports in China, an important node along “Maritime Silk Road”, thus known as the “Golden Jiaozhou”, nourishing and forming the humanistic tradition of tolerance and friendliness, valuing business and trustworthiness, and promoting culture and admiring virtue. There are more than 100 historical celebrities represented by Gao Fenghan, one of the "Eight calligraphers and painters of Yangzhou". Folk art has a long history. Jiaozhou Yangko Dance and Jiaozhou Maoqiang Opera are both selected into the 1st batch of national intangible cultural heritage. Paper-cut and octagonal drums are selected into the intangible cultural heritage protection list of Shandong Province and became the permanent venue for the Chinese Yangko Dance Festival. Jiaozhou has been awarded the titles of the Hometown of Chinese Folk Culture and Art, the Hometown of Chinese Yangko Dance, the Hometown of Chinese Paper-cut, and one of the 1st batch of advanced cities in building a culturally strong province.

 Rich Resources and Specialties 

Jiaozhou has excellent natural conditions. It has a mild climate, 4 distinct seasons and rich products. Minerals that have been explored or mined include barite, fluorite, graphite, clay, bentonite, perlite, quartz sand, etc. 25 kilometers of golden coastline are in the southeast corner, and there are more than 200 kinds of aquatic products including shrimp, pomfret, yellow-tail, hair-tail, carp, tilapia, light fish, river crab, and variegated clams. There are 5 major rivers in Jiaozhou, including Dagu River, Jiaolai River, Jiaohe River, Momo River, and Yanghe River, and 50 reservoirs including Shanzhou Reservoir and Qingnian Reservoir, with a total water resource of 210 million cubic meters. Jiaozhou is rich in wheat, corn, peanuts, peppers, fruits, vegetables, etc. Jiaozhou cabbage, Jiaozhou dried peppers, and "Lichahei" lean pigs are famous both at home and abroad. Among them, "Jiaozhou Cabbage" became the 1st certificate of origin trademark in Qingdao and was rated as a famous brand agricultural product in China. Jiaozhou cabbage, Jiaozhou sheep-horn chili pepper, Jiaozhou Lichahei black pig, Jiaozhou Bay variegated clams.
