QINGDAO DAILY, June 3 — The Qingdao West Coast New Area (QWCNA) Administration and the Administration of the Boao Lecheng International Medical Tourism Pilot Zone have recently formalized a strategic cooperation agreement to mark a major milestone in the QWCNA's efforts to seize emerging opportunities in the biopharmaceutical and healthcare sectors.
The partnership will capitalize on Boao Lecheng's strengths in policy innovation, clinical leadership and international alignment, as well as the QWCNA's robust industrial foundation, extensive regional reach and comprehensive manufacturing capabilities with both sides pursuing practical cooperation in the use of innovative licensed drugs and medical devices, clinical research and commercialization of new biomedical technologies, high-end wellness and healthcare industries, biopharmaceutical research and development, and collaborative innovation in medical-engineering integration, with the shared goal of building a leading medical and healthcare hub for East Asia.
As a key component of the partnership, Boao Super Hospital and West Coast New Area Central Hospital signed a framework agreement to establish a medical consortium partnership. The two institutions will advance cross-regional collaboration in areas including two-way patient referrals, healthcare management, the application of pharmaceuticals and medical devices, and scientific research and innovation and explore a coordinated care model featuring off-island screening, referral-based treatment, and off-island rehabilitation while streamlining two-way referral mechanisms. Leveraging the 1+X operating platform —a collaborative network connecting the pilot zone with partner hospitals across China—the two sides will jointly carry out clinical services, drug and medical device trials, and research projects to significantly enhance their capacity to diagnose and treat major and complex diseases.
The agreement is intended to establish a model for cross-regional healthcare collaboration between northern and southern China, in addition to being a key step in advancing the high-quality and rapid development of the China Health Bay initiative to expand and optimize the distribution of premium healthcare resources for the purpose of playing a landmark role in strengthening Qingdao's regional medical innovation capabilities and foster new quality productive forces to build a modern health industry ecosystem.
