Overview  

Qingdao West Coast New Area is the ninth state-level new area approved by the State Council. It is located on the west coast of Jiaozhou Bay and is one of the main urban areas of Qingdao. Focusing on marine economic development and playing an important role in leading Qingdao's socioeconomic development.It ranks third among 19 state-level new areas in terms of comprehensive strength, only after Shanghai Pudong New Area and Tianjin Binhai New Area.

In 2023, the New Area registered a GDP of 500.338 billion yuan,passing the 500-billion-yuan mark for the first time with an increase of 6.0%, making it the first district in Shandong Province whose GDP exceeded 500 billion yuan.

 Four International Titles 

Since the approval of Qingdao West Coast New Area, it has been striving to set up its external image and improve its internal vitality. By taking advantage of its four international titles of "Metropolis of Film, Island of Music, City of Beer and Coast of Exhibition", West Coast New Area has been continuing to enhance its soft power and comprehensive competitiveness as a new state-level area.

1.Metropolis of Film

Qingdao Lingshan Bay Film and Television Cultural Industrial Zone is planned in Qingdao West Coast New Area as an important carrier for building Qingdao into a global film and television cultural center. The Qingdao Movie Metropolis with a total investment of RMB 50 billion has been put into operation, and there are 40 international standard studios. Domestic and overseas films such as Pacific Rim: Uprising, The Gods and The Wandering Earth I and II were shot here. In addition, a series of major film and television events such as the SCO Film Festival and the Qingdao International Film and Television Expo have been held here. Moreover, the development of 5G high-tech video industrial park has been actively promoted to enhance the carrier for film and television industry, thus fostering the film and television industry cluster and new ecology.

2.Island of Music

The Grand Theater on the Starry Island is magnificent, and the Sound of the Phoenix Grand Theater looks like a dancing phoenix singing happily. A series of world-class musical events have been hosted, including Qingdao Phoenix Music Festival, Eurochestries Festival and German Mendelssohn International Piano Competition, making the New Area immersed in enchanting melodies. The development of music industry such as music training and music production is accelerated in the New Area to build a state-level music industry base.

3.City of Beer

Qingdao International Beer Festival is a grand event which gives full play to Qingdao's passion, manifests Qingdao's uniqueness, charm, and its international influence. Qingdao International Beer Festival was celebrated in the New Area since 2015 for nine consecutive years, which displays "Same Beer Festival, Different Beer Cultures" and raises the popularity, reputation and influence of Qingdao and the West Coast New Area. Follow-up efforts will be redoubled to advance the regular operation of the Golden Beach Beer City, effectively creating a denser commercial atmosphere and attracting more visitors to build an everlasting Beer Festival.

4.Coast of Exhibition

Qingdao West Coast New Area, an important host place for large-scale international conventions and exhibitions, has successively held well-known domestic and international exhibitions with high standards such as Global Health Forum of Boao Forum for Asia, East Asia Marine Cooperation Platform Qingdao Forum, Z.H. Island Change maker Summit, Asian Agriculture and Food Industry Expo and China International Agricultural Machinery Exhibition. Qingdao Cosmopolitan Exposition, which can undertake exhibitions as large as 200,000 square meters, is a top-notch coastal international exposition center with complete facilities in terms of the scale, capacity, technological level and green energy conservation and environmental protection in the Northeast Asia. Moreover, 37 star or brand hotels in the New Area boast conference facilities covering an area of nearly 120,000 square meters for conference reception, with a daily tourist accommodation capacity of over 80,000.

1.Convenient  Transportation System 

①Port

Qingdao Port of Shandong Port Group is the world's fifth largest port and China's second largest foreign trade port, connecting with more than 700 ports in more than 180 countries and regions around the world. In 2023, the cargo throughput of Qingdao Port exceeded 700 million tons and the container throughput was 30 million TEUs, ranking among the top in the world. The sea-railway combined transportation volume ranking first among the coastal ports in China for nine consecutive years.

②Airport

Qingdao Jiaodong International Airport opened on August 12, 2021. Designed as a 4F class airport (the highest in China's civil aviation system), it ranks among major modern and high-quality aviation hubs such as Beijing Daxing International Airport and Chengdu Tianfu International Airport. The Jiaodong Airport is positioned as an international aviation hub in Northeast Asia that is top-class in both the world and China, and will connect southern and northern China, link with western China, open to Japan and ROK, and join the world. The expansive network of air routes it serves covers 130 domestic waypoints and includes about 50 major cities in Japan, ROK, Europe, USA, Australia, Southeast Asia, South Asia, Middle East, in addition to Hong Kong, Macao and Taiwan regions in its international and regional waypoints. It is expected to handle 35 million passenger movements,500,000 tons of cargo and mail, and 300,000 aircraft take-offs and landings by 2025. These will make the airport the gateway of the city as it opens up to the globe at higher levels.

2.Advantage of Strong Industrial Foundation

The New Area is an important advanced manufacturing base and emergent marine industrial cluster in China. It has cultivated six 100-billion-yuan-level industrial clusters, namely automobile manufacturing, home appliance and electronics, petrochemicals, marine engineering, machinery and equipment and shipping logistics.

The New Area adheres to the high-end, intelligent and green development of five traditional competitive industries, including shipbuilding and marine engineering, intelligent home appliances, high-end new chemical materials, automobiles and high-end equipment. Their industrial scale is expected to exceed 400 billion yuan in 2024.The New Area steps up efforts to develop five strategic emerging industries of chip and display screen, marine biomedicine, virtual reality, artificial intelligence as well as film and television, in a bid to make key breakthroughs and cross-generation catch-up, aiming to exceed 81 billion yuan in terms of industrial scale in 2024. In addition, the New Area also gives considerations to develop five future industries in advance, including gene technology, future network, marine Internet of Things, deep-sea development and aerospace information, to gain an upper hand in development.The New Area gives full play to the guiding role of high-end industries, focuses on the integrated development of advanced manufacturing and modern service industries, and reinforces the development of seven modern service industries of modern finance, modern logistics, modern commerce, software and information services, science and technology services, cultural tourism and exhibition. The added value of productive services is expected to exceed 185 billion yuan in 2024.

3.Specialized Parks for Emerging Industries

Qingdao New-type Display Industrial Park 

With a planned area of 14,304 mu, Qingdao New-type Display Industrial Park focuses on four main directions of "getting stronger in module, making breakthroughs in panel, expanding terminal applications and tackling technical dificulties", and strives to build a new growth pole of domestic new-type display industry and to create an innovation hub for international display technology. A hundred-billion scale chip and display industrial led by BOE Technology is accelerating its rise, and a new industry city in north of West Coast New Area led by Qingdao New-type Display Industrial Park is taking shape. Thirty-eight projects including Xinbo High-tech Materials, Qingdao Photoelectric Industrial Park and Wanda Photoelectric with a total invest of 216.6 billion yuan are being accelerated. In the next two years, the output value of the park will strive to reach 80 billion yuan, driving the industry chain output value to exceed 100 billion yuan.

Qingdao Integrated Circuit Industrial Park   

With a planning area spanning over 10.500 mu, Qingdao Integrated Circuit Industrial Park is located in the north of Qingdao West Coast New Area. The park focuses on the development of integrated circuit manufacturing and equipment, research and design, packaging and testing to create an important gathering highland of integrated circuit industry in China. The area under construction of the park is 1,010,000 square meters, 385,000 square meters of which has been put in to use, and has gathered 22 industrial chain projects.

Qingdao Eco-Friendly New Materials Industrial Park   

With a planned area of 29.22 square kilometers, Qingdao Eco-Friendly New Materials Industrial Park focuses on two industries of high-end new chemical materials and advanced metal materials, and has planned 8 specialized parks within the industrial park including new functional materials for slight olefins, aiming to build a leading eco-friendly new materials industrial base in China. The industrial park has initially formed four industrial chains including the ethylene industrial chain led by Qingdao Haiwan Chemical Co., Ltd. the propylene industrial chain led by Jinneng Chemical (Qingdao) Co., Ltd. the C4 (carbon 4) industrial chain led by Ecombine Advanced Material Co., Ltd. National Engineering Research Center for Rubber and Tire and Doublestar Tire, and the advanced metal materials industrial chain led by Qingdao Special Iron and Steel Co., Ltd. At present 49 enterprises have settled in the industrial park.

With a planned area of 1265.81 mu, Qingdao Hydrogen Energy Industrial Park focuses on developing sub-industries such as fuel cell systems, production-storage-refueling hydrogen equipment, and key hydrogen materials. Focusing on the development goal of setting a nationally influential benchmark hydrogen industry park and building a hydrogen industry innovation demonstration zone in Shandong Province, it is expected that, by 2025, the output value of the park will reach 7 billion yuan, cultivating more than 5 specialized and sophisticated enterprises that produce new and unique products, more than 5 high-tech enterprises, and gathering more than 35 market entities.

Qingdao West Coast New Area is the approved national demonstration area for recruiting talent from overseas, the national intellectual property demonstration park and the experimental area of talent reform in Shandong Province. It harbors strong scientific and technological strength, abundant human resources, a complete industrial-worker training system, scientific research institutes, universities and vocational and technical schools, and a sound talent introduction and cultivation reserve system.
