 Overview of Shibei District 

Shibei District is situated at the heart of Qingdao’s main urban area.  It borders Jiaozhou Bay to the west, and neighbors Laoshan District to the east. It adjoins Licang District to the north and connects to Shinan District to the south. Spanning a maximum distance of 11.5 kilometers east to west and 9.9 kilometers north to south, Shibei District features a coastline stretching 17.83 kilometers. Covering a total area of 65.4 square kilometers, it is home to a permanent population of 1.1 million people as of 2023.

1.History and Culture

Shibei District stands as a testament to the “Century-Old Qingdao”, encapsulating the rich history and culture that mark the origins of Qingdao’s urban development. This district houses landmarks of significant heritage value, including a century-old port, train station, bus station, customs office, tobacco industry, and public transportation system, all integral to the national industrial heritage. It is also home to China’s first automobile road, Tailiu Road, and culturally enriched blocks such as Guantao Road, Sifang Road, and Haiyun’an. Shibei District features 22 museums, including the notable Beer Museum and Textile Museum. Furthermore, it keeps over 700 years of history alive through traditional festivals like the “Radish, Lantern, and Sugar Balls Festival”, underscoring its role as a cradle of Qingdao’s folk culture.

2.Revolution Heritage

Shibei District is widely recognized as the birthplace of Qingdao’s communist movement. This district proudly hosts Qingdao’s earliest CPC organization, the very first rural branch, and the inaugural underground liaison station of the CPC. It has been graced by the revolutionary efforts of notable figures such as Wang Jinmei, Deng Enming, and Liu Shaoqi. Shibei District also preserves key historical and cultural sites, including the Qingdao Communist Party History Memorial Hall and the historic site of the Huangtai Road Communist Underground Liaison Station. These landmarks underscore its status as the foundational site of the revolutionary movement in Qingdao.

3.Industrial History

Shibei District is the cradle of modern industry in Qingdao. The district has been a hub for modern national industries such as beer, textiles, and home appliances. Areas like Taidong Town, Dabaodao, and Xiaobaodao are the origins of Qingdao’s commerce. Guantao Road was once the economic and financial center of Qingdao. The textile industry, represented by the No. 1 National Cotton Factory, made Qingdao one of China’s three major textile industrial bases, along with Shanghai and Tianjin in the early to mid-20th century. Modern national industries of Qingdao, represented by Haier, Tsingtao Brewery, Yizhong Tobacco, and Sifang Machinery Factory, all originated in Shibei District. The district has also produced renowned entrepreneurs like Zhang Ruimin, Chang Dechuan, and Jin Zhiguo.

4.Industrial Carriers

Shibei District, as the core area of Qingdao’s main city, offers space for industrial development and shapes the competitive advantages of our urban area by managing building economics. Currently, the district features 84 operational commercial buildings and industrial parks, each with a construction area exceeding 5,000 square meters. The collective built-up area of these structures is approximately 3.759 million square meters. Twenty buildings generated revenue over 100 million yuan and the number of such buildings aims to increase to twenty-four by the end of 2024.

5.Business Environment

Shibei District has actively carried out the special action of “Strengthening Work Style and Ability to Optimize the Business Environment”, introducing 22 policies and measures. The district has implemented tax cuts and fee reductions, and deferred tax payments amounting to approximately 3.5 billion yuan, and allocated about 280 million yuan in industrial support funds. It is the first in the city to create a “one-stop” building-based government service lounge, upgraded 10 benchmark community-level service centers, and is dedicated to creating new benchmarks in Shibei for business services accessible without leaving buildings and convenient local services for residents.

 2+6 Featured Industry System 

1.Headquarters Economy

Shibei District boasts 58 city-level headquarters enterprises, accounting for 12.5% of the city’s total. In 2023, the total tax revenue of these headquarters enterprises (excluding associated companies) exceeded 5.9 billion yuan, accounting for 35.8% of the district’s total tax revenue (16.465 billion yuan). Local tax revenue was 2.21 billion yuan, accounting for 24% of the district's total local tax revenue (9.233 billion yuan).

The presence of leading enterprises like Shandong Port Group has offered Shibei District the opportunity to spearhead the implementation of the provincial party congress’s decision and plan. This plan aims to “accelerate the integration of ports, industrial parks, and urban areas, and vigorously develop the port economy”. Shibei District views the entire area as a strategic hinterland and is actively shaping it into a model for the “integration of the port area, the industrial park, and the urban area”, focusing on areas that include high-end elements such as shipping, trade, finance, science and technology innovation, and cultural tourism. Concurrently, Shibei District is dedicated to advancing port transformation, industrial upgrading, and revitalizing the old city.

2.Digital Economy

Shibei District witnesses the rapid emergence of digital economy. Ningmengdou has been recognized as a national-level “Dual-Cross” industrial internet platform. The Inspur Big Data Industrial Park is the first provincial-level digital economy park in the district. Additionally, the internet, software, and information technology sectors are leading the city in terms of revenue growth.

3.Shipping and Trade

Shibei District hosts over 1,500 shipping enterprises and more than 2,000 enterprises experienced in foreign trade. The district established the first national RCEP (Regional Comprehensive Economic Partnership) Member Countries Enterprise Tax Service Center which has been recognized as a provincial-level characteristic service export base. The district hosted a conference focused on creating a model area of “three-zone integration” within the province and set up an industry development fund of 5 billion yuan, marking the beginning of a new phase focused on strengthening ports, refining parks, and enhancing urban areas. Additionally the first port cross-border e-commerce supervision center was established in the main urban area, with the district’s cross-border e-commerce trade volume tripling.  2023Shibei District’s total foreign trade amounted to 40.76 billion yuan. This represents a significant 12% increase from the previous year, placing the district second in the city in terms of growth rate.

4.Commerce and Trade

Shibei District is a traditional commercial and trade hub, with a rich pool of human resources and a large consumer market. It boasts a thriving service industry and the total retail sales of consumer goods ranking among the top three in Qingdao. In 2023, Taidong Pedestrian Street was awarded the title of “National Demonstration Pedestrian Street”, which was the only winner in Shandong province. The district owns 6 major business areas, 8 commercial blocks, 11 commercial centers, 15 large-scale shopping malls, 39 various trading markets, 450 convenience stores, and more than 3,000 chain commercial outlets, forming a robust market circulation system.

5.Modern Finance

Shibei District boasts over 330 financial institutions and related businesses. In 2023, more than 30 financial institutions and projects were newly established in the district and 21 new funds were launched, with the total registered fund size exceeding 60 billion yuan.

6.Urban Industry

Shibei District completed the transfer of over 17.3 hectares of land in 2023. Six industrial projects, including the Eastsoft Communication Technology Co., Ltd. Innovation Center and the Haiwan Group’s high-end chemical research and development innovation base, started construction. Nine supporting projects, such as Chengcai Road, accelerated development.The Shibei City Technology Park Project is estimated to be put in use by the end of this year. The district initiated the development of the Yanshan Science and Technology Ecological Town and the high-end intelligent manufacturing industrial base specializing in life and health sciences. In these efforts, Shibei District aims to shape new advantages in industrial agglomeration and development.

7.Medical and Health Care

Shibei District is deepening its collaboration with prestigious universities and leading enterprises, including Qingdao University of Science and Technology, Jinmao, Baheal Medical, and Liandong, focusing on developing and utilizing professional parks.By 2025, Shibei aims to create a ten-billion-yuan level life and health industrial cluster in a leading position in Qingdao. The district currently hosts 936 medical institutions of various types and levels, including Qilu Hospital, Qingdao Municipal Hospital, Qingdao Central Hospital, and other 3 A-grade hospitals.

8.Cultural and Creative Industries

Shibei District enjoys the rapid development of the cultural and creative emerging industries. Characteristic parks like the Excellence Century Center - China (Qingdao) New Media Industry Park serve as hubs, gathering over 340 new media enterprises including cultural creativity, MCN, e-commerce, and advertising media. This includes top domestic new media enterprises such as Guma Jiahe, Qiyu Technology, Wan Wu Ke Ai Technology, Six Degrees Technology, and Gangshang Kaihua Technology. The District polishes the golden name card of the cultural and creative industry. In 2023, the Textile Valley was selected as a demonstration park for textile and apparel creative design by the Ministry of Industry and Information Technology. Gumai Jiahe was rated as a provincial-level cultural industry demonstration base.In addition, Dabaodao Leisure and Culture Street was rated as a national-level leisure street and a provincial-level cultural tourism consumption cluster area at night time.
