1.Overview of Shinan District

Located along the southern coastal line of the city's urban area, Shinan is the central district of Qingdao. It boasts high-quality resources, a prime location, and a favorable development environment. It is home to various central and provincial organizations, military organizations, and municipal authorities. It has also hosted major events such as the sailing competitions of the 2008 Beijing Olympic Games, the SCO Qingdao Summit 2018, and the multinational naval events commemorating the 70th Anniversary of the Founding of the People's Liberation Army Navy. It covers an area of 30.01 square kilometers, with a permanent population of 486, 600 (as of 2022).

In 2022, GDP of Shinan was 149.6 billion yuan, with the service sector accounting for about 90%, contributing 10% of the GDP with the area of 2.7‰ of the whole city, and the GDP per square kilometer reached 4.986 billion yuan, ranking it as China's top 100 districts with high-quality development.

Shinan has established economic and trade relations with over 200 countries and regions and has formed friendly cooperative partnerships with cities such as Freiburg in Germany and Volos in Greece. The Sino-European Entrepreneurs Summit Qingdao Forum has been held permanently in Shinan District.

Central Administrative Area

Shinan is the administrative center of Qingdao since its establishment, and is now home to Qingdao Municipal Committee of the Communist Party of China, Qingdao Municipal Government and its subordinate agencies, Qingdao Administrative Examination and Approval Office and Public Resources Trading Center, etc.

Abundant Industrial Complex

Shinan has vigorously implemented actions to promote high-quality development of its building economy. There are currently 135 commercial buildings with a floor area of over 5,000 square meters and a total floor area of 4.68 million square meters. Among these buildings, there are 12 Grade “A” office buildings, accounting for 50.45% of the floor area in the main urban area. The leasable and saleable area is 785,600 square meters, and there are 28 buildings each generating 100 million yuan of taxation. The district has been rated Top 30 Benchmark Urban Areas of Building Economy (Headquarters Economy) in China for two consecutive years.

Shinan is home to 140 financial institutions, nearly half of the number in Qingdao. There are 29 banks at or above the branch level, 36 insurance institutions, 27 foreign-funded institutions（75% in Qingdao). The financial industry's added value reached 32 billion yuan, representing 32.3% in Qingdao. As the first Capital Market Service Base in Shandong was established, Shinanhas become one of the most concentrated and diverse financial districts in Shandong.

Digital Science and Technology

The added value of the digital economy's core industries in Shinan has exceeded 20 billion yuan. Shinan has taken the lead in the establishment of a demonstration zone with both 5G and broadband gigabit connectivity, two specialized provincial-level digital economy parks - Qingdao Digital Economy Industrial Park and Qingdao Metaverse Industrial Innovation Park.  It is home to 10 national and provincial scientific research institutes, 166 innovation platforms, 258 high-tech enterprises, and 6 national corporate technology centers. The China-SCO Technology Transfer Center is the first state-level multilateral technology transfer platform featuring market-oriented operations in China.

Cultural Tourism

As the political, economic, cultural, and tourism center of Qingdao, Shinan is recognized by UNESCO as "Most Beautiful Bay in the World", the only place in China. It has 13 A-grade scenic areas, 1/4 of Qingdao's star hotels, 58 former residences of cultural celebrities, and 339 cultural protection buildings at 70 sites. It is also the only urban area with two "Famous Historical and Cultural Streets in China". It now focuses on key directions for investment promotion: Digital culture, high-end entertainment, film and television industry, marine leisure and vacation, wedding fashion industry, health tourism, etc.
